GENERAL DUTIES: On the direction of the CEO, the Operations Manager will oversee the internal workings of the organization to ensure that OC Human Relations has the support and systems in place to empower our staff to pursue our mission to create a safe and inclusive county for ALL. This position will oversee a small team of 2-3 people who will work to ensure that our internal operations are consistently aligned with our organizational mission.

This is a management level class characterized by a wide variety of assignments including some writing, public speaking, training, facilitating, coordinating, supervision and some administrative responsibilities. Work can include controversial issues requiring sensitivity and diplomacy.

Responsibilities include, but are not limited to:

  • Human Resources: recruitment and retention, organizing and monitoring employee evaluations, responding to conflict, employment law compliance, review, revision, development and implementation of agency policies and procedures
  • Culture Management: partner with leadership to support a culture of learning and continuous feedback by creating programs, tools, and experiences that engage our team to inspire a positive, diverse, adaptive, and accountable culture
  • Staff Development: oversee and organize professional development trainings and workshops
  • Strategic Planning: coordinate annual efforts to create, revise and execute strategic plan, support management in monitoring the implementation of plans and achievement of goals
  • Finance: contribute to and monitor annual agency budget, supervise agency bookkeeper
  • Event Planning Support: work with the Development Team on agency event logistics
  • Human Relations: Support agency and its mission by representing the agency at events, meetings, programs and other opportunities as determined


  • Previous experience (5+ years is ideal) in non-profit management or the human resources field
  • Understanding of the diverse communities and intergroup relations in our county as well as human and civil rights issues that different racial, ethnic, religious, LGBTQ+, immigrant communities, among others, are facing
  • Basic knowledge of human resource

Some Knowledge of:

  • Non-profit budget and finance
  • Event organizing and planning

Ability to:

  • Work with diverse groups and individuals to promote cooperative and amicable resolution of conflict
  • Deal tactfully and respectfully with sensitive issues involving divergent viewpoints and cultures
  • Communicate with grassroots community members in a non-patronizing manner
  • Work independently, be well organized and able to work on multiple projects

Qualities:  The ideal candidate will:

  • have a passion for the mission of OC Human Relations and bringing diverse people together
  • be a self-starter who is comfortable working independently
  • be open to using restorative tools and practices in this role, specifically as a way to build community and office culture and transform conflict
  • be able to work with and lead a diverse group of professionals, including some with whom one may have fundamental differences
  • be detail oriented and well organized
